I don’t know why this isn’t in the Unifi documentation, but – Unifi have moved the static route / policy based route functionality to live under the policy screen in version 10.x of their Unifi Network application.

This means it is in the same screen you create firewall rules.

Settings Cog -> Policy Table -> Create New Policy -> “Route”

You can then choose between Policy-Based or Static routes.
